While it is hoped that this is the result of something lost in translation, according to The Japan Spirits & Liquors Association, discussions are underway to determine proper drinking and drunkenness in Japan.

“The Alcohol Health Disorders Countermeasures Basic Law came into effect in July 2014, and discussions are currently underway at the Alcohol Health Disorders Countermeasures Stakeholders’ Meeting to formulate a basic plan.

“Ten basic measures have been set in formulating the basic plan, one of which includes ‘preventing the attraction of inappropriate drunkenness’.

“As part of our activities to prevent inappropriate drunkenness, we have created a pamphlet ‘Recommendations for proper drinking’ with the cooperation of the Brewers Association of Japan.
